Speaker Bio:
Prof. Gowda is a former Member of Parliament, Rajya Sabha. He heads the Indian National Congress partys Research Department. He has previously been Chair of the Centre for Public Policy at the Indian Institute of Management Bangalore. A PhD in Public Policy and Management from the Wharton School, University of Pennsylvania, he was John M. Olin Postdoctoral Fellow at the Law School (Boalt Hall) University of California, Berkeley (1990-91)
